St. Johns Landing Owners Association Board Meeting
Present: Board: Tony Castiglione, Steve Thompson, Mary Taylor, Sandy Anderson, Henry Taylor, Howard Thurman, Bill Moredock, Lou DeNicola, Ed Jack. 5 residents in attendance. Meeting called to order by President Tony Castiglione. Minutes from January, 2010, were accepted.
Committee Reports
Treasurer’s Report:
Operating fund for February $68502.37, expenses $6820.95, Reserve funds at $37,849.32 and Special Assessment fund at $35,441.29. HOA dues have been collected from approximately 130 homeowners.

Boat/Ramp & Dock: (Ed Jack-Chair)
Discussion on maintenance of ramp: Pressure washing of the ramp and cleaning and resealing of the dock are necessary periodic maintenance items. Tony Castiglione, Steve Thompson, Bill Moredock and Scott Coster have volunteered their time for this maintenance. Lou DeNicola will pick up the sealant and all will report back to the Board in next meeting to schedule the work. Open, Action Officer - Ed
Scott Coster has volunteered to touch-up paint on the ramp and dock gate, as needed, and will check on the hardware and framework.

Better SJL Committee - oversees future needs: (Ed Jack - Chair, Henry Taylor, Tony Castiglione)
Continued discussion on parking lot and expansion of trailer parking. There were 3 quotes provided by letters from Duval Asphalt, ABC Asphalt and Warren Asphalt. After review, the range of costs for options discussed made it imperative that more discussion should be made as to longevity issues, feasibility, permits, and drainage issues. Henry Taylor will contact Warren Asphalt to find out the additional cost of filling cracks and dips properly. Ed Jack will be checking with the other bids with concerns. A poll was taken of the Board as to whether to seal coat or asphalt. There were 7 votes to reseal as a short term fix rather than the proposed original SJL plan. Decision is left open pending more information.

Clubhouse Maintenance: (Howard Thurman - Chair)
A leak found inside a pool bathroom and a door won't close properly. Both will be repaired. It was recommended that those bathrooms be locked when the pool season is closed.

Bill Moredock suggested that a diaper change table be purchased for the women's pool bathroom, because of a new code ordinance. We will need to have one if we are ever inspected, and have made any major changes to that area. (such as resurfacing the pool).

Howard will replace our old clubhouse stove with a newer one w/ceramic top. Association cost to be $100.00. This was approved.

Lou will call the landscape company that landscaped our front median to replace the grass that died. The trimming of the trees will be discussed later if the grass cannot grow there.

Tennis Court/Playground: (Steve Thompson - Chair)
Steve will call a volunteer day in March to tie down the tennis court net and repair or replace playground equipment. More about this later.

Pool: (Henry Taylor and Bill Moredock)
Pool is closed at night because of liability. An official “closed at night” sign needs to be placed at the entrance to the pool. Pool resurfacing is about 3 to 5 years away however we need to put a reserve aside for this expense. The drain grates are in good shape. The phone at the pool will be turned off, and remain locked.

Community Access: (Scott Coster)
One of the cameras for security at the clubhouse is not working. It is budgeted and will be replaced. The Association needs a good DVR recorder, as the one we have only holds two days of footage. Bill Moredock will help find a machine for SJL to purchase.

The broken mailbox on Kingsley will be fixed. A 6 foot privacy fence was approved after the fact, and the owner's paperwork was properly submitted. Your ARB needs to receive paperwork first, before changing or adding to your residence.

Old Business
A letter, received from a homeowner concerned about the ditch behind Reed Island, has been reviewed and confirmed with the records published that the slope that reaches the drain water is the property of
the homeowner. SJL Association's duty is to pay for spraying to keep the ditch in the middle clear of obstruction. It is also the responsibility of all the home owners that live on the ditch to insure that they do not modify or obstruct the ditch which would alter the initial design and purpose for which it was intended. The homeowner will be contacted to do his slope side and the Association will keep the ditch open in the middle.- Closed Item
Howard Thurman stated that the proposed cleaning lady will match the previous salary. The list of things to do, supplies and salary were drawn up as a proposal by Howard, with the intention of hiring if it is agreeable.

Bill Moredock and Henry Taylor reported on the Aqua Risk Management course, given by Portofino Pools. The meeting delved into the testing of the water and frequency of the testing. Portofino Pools stated that there is no state law that required a certified pool operator (CPO) to do the testing, however they said that Duval County wants us to have a CPO. Henry Taylor has a packet that says we do not need to have a certified tester, and therefore Scott Coster, Henry Taylor and Bill Moredock volunteered to schedule, keep a log and conduct water testing when pool season opens.

Portofino Pool, whom we retain for maintenance to our pool, has advised that our Tri-Clorine be switched to Accutab which will save us on the cost of the chemical. The Accutab system is not as strong as the system we are using now, but it will do the job. With the cost savings of using a less expensive product, we should be able to recoup our initial investment of converting to this system within a year and a half and continue to show a 28-30% savings annually. Tri Clor seems to be more effective on black algae than Accutab, which is one of our concerns. Henry and/or Tony will ask that Portofino send the figures showing the cost saving and how long it will take to recoup our money.

New Business
A homeowner at the Board meeting asked for the approval of the ARB to trim some tree limbs hanging over his home. This was approved. The homeowner will also trim the grass that has grown over his curb.
Carolyn Piper gifted us with a new clock for the clubhouse so we can view the time. This was much appreciated. Thank you, Carolyn.
The meeting was adjourned at 8:38 pm.
The next Board meeting will be held on Thursday, March 18th, 2010. Homeowners are invited to the meetings, and we encourage them to come..
